Recent Project: Managing Lithium-Ion Battery Fire Risk in a Recycling Operation

Safety Quest recently worked with a Northern Ireland recycling company processing products that frequently contain lithium-ion batteries.

Lithium batteries can be difficult to identify because they may be concealed within electrical products or mixed waste. If an undetected battery reaches shredding or processing machinery, crushing, puncturing or other mechanical damage can initiate thermal runaway and result in an intense fire.

The assessment therefore considered two essential levels of control.

Preventing Batteries from Reaching the Process

The first priority was to identify and remove batteries before products entered the shredding process. This included reviewing inspection, segregation, thermal monitoring and procedures for dealing with damaged, hot or suspect items.

Preparing for the Remaining Risk

Even with strong preventive controls, it cannot reasonably be guaranteed that every concealed battery will be found. The work therefore also considered the residual fire risk and the measures required if prevention failed.

The company has made a substantial investment in improved fire detection, automatic suppression and deluge systems intended to identify developing incidents quickly and limit their consequences.

Who Should Carry the Cost?

Waste and recycling businesses must take all reasonably practicable precautions, but they are often dealing with a hazard introduced by the incorrect disposal of batteries further up the waste chain.

A ring-fenced levy or strengthened producer-responsibility scheme could help fund:

• public education on safe battery disposal;

• convenient and clearly publicised collection systems;

• detection and fire-protection improvements within the recycling industry; and

• measures protecting waste workers, firefighters, businesses and surrounding communities.

The National Fire Chiefs Council reported more than 1,200 battery fires in UK bin lorries and waste sites during 2023. This is not simply a recycling issue—it is a growing workplace, public and environmental safety concern.

Never place loose batteries, disposable vapes or electrical products containing batteries in general waste or mixed recycling. Always use an approved battery or electrical recycling route.
